Wie weit können und dürfen sie das im Rahmen der äußeren und inneren Beschränkungen? Der freie Zugang für engagierte (aber unbezahlte) Radiomacher bleibt ein wesentliches Paradigma von Community Radio, gleichzeitig soll das Programm insgesamt ein Gesicht haben, Schwerpunkte setzen und möglichst hohe Qualität im Sinne der vielen verschiedenen Zielgruppen bieten.
